As an agent of the Québec government, SDBJ's mission is to :

“Promote, in a sustainable development perspective, the economic development, enhancement and exploitation of natural resources, other than hydroelectric resources under Hydro-Québec's mandate, in the James Bay territory. In particular, it may initiate, support and participate in projects aimed at achieving these goals.

As part of its mission, and in accordance with the agreement on governance in the Eeyou Istchee Baie-James territory, SDBJ promotes cooperation with other partners in the territory, whether from the public or private sectors. It can also carry out any mandate entrusted to it by the government, a ministry, agency or corporation.

The Cree Nation Government and the Regional Government of Eeyou Istchee Baie-James may also propose to the government mandates that may be entrusted to the SDBJ that fall within its area of jurisdiction, at the expense of the government concerned. These two bodies may also propose draft directives on SDBJ objectives and orientations to the Ministère de l'Énergie et des Ressources naturelles.
